likely to produce controversy is a question. Why would anyone want to produce controversy? What comes to mind here is: There are three sides to every story - your side, their side and the truth. So, every action presents the opportunity for controversy.

Relationships - Marriage, sex, age, gender, race... you wonder why are these topics so controversial?
