Prevent food safety problems, rather than respond only after people have become ill.

One sticking point was the fear among small farmers and producers that new regulations would be too costly — and the counter-fear among consumer groups that allowing any exemptions for small-scale agriculture might threaten public health.

According to the Centers for Disease Control and Prevention, some 5,000 Americans annually die from a food-borne illness.

And as for spending that extra $300 million every year, a recent study by Georgetown University found that the annual cost of food-borne illness in the United States is about $152 billion.
